Role Objectives
The objective of the Partnership Coordinator position is to collaborate closely with the CARE Libya Program team, local and regional partners, to ensure the achievement of high-quality and compliant programming among these partners. This role involves effective management of sub-grants and due diligence processes, as well as the mapping and establishment of strong and sustainable partnerships.
The Partnership Coordinator will lead efforts to monitor and overseeing the partners-led activities of CARE Libya Programs and the CAFI MENA consortium, ensuring alignment with the CARE Partnership Framework, compliance aspects and contributing to the overall success of our programs in the region
The main Tasks & Responsibilities include
Ensure partners’ program results are received, supervised, filed, and comply with donor objectives, rules & regulations, and requirements by coordinating with program teams and other relevant units within CARE.
Review partners’ contractual reports and compile internal feedback, ensuring timely communication with partners.
Lead in organizing and conducting review meetings with partners, incorporating inputs from program, finance, and compliance staff, and ensuring dissemination of meeting minutes to relevant stakeholders.
Develop comprehensive partner profiles outlining their capabilities, resources, and areas of interest.
Map potential local partners to understand their capacities, areas of expertise, and alignment with organizational goals.
Supervise projects robustly, ensuring compliance with partner-specific requirements, programmatic monitoring work plans, procurement plans, and budget spending.
In collaboration with MEAL Officer, lead monitoring of partners, including developing an annual monitoring schedule, coordinating monitoring tool development, and facilitating remote and on-site monitoring.
Systematically collecting and reflecting on lessons learned where partners can strengthen their efforts to address the root causes of GBV in their communities.
Document lessons learned in a systematic manner, including case studies, reports, and evaluations and recognize the challenges faced in implementing GBV prevention and response intervention.
Facilitate opportunities for skills development and learning exchanges by supporting new partners and leveraging the expertise of experienced partners.
Conduct monitoring visits and coordinate support for partners to address concerns or issues, ensuring implementation of response and support plans.
Maintain partner files, including filing communication and maintaining the Sub-Award Tracker, and ensuring all requirements throughout the sub-award lifecycle are
Coordinate with relevant CARE staff to review sub-grant progress for donor reporting and grant review meetings, ensuring donor commitments are met.
Ensure partners’ narrative reports comply with the relevant project’s requirements and CARE International’s Partner Agreement Funding Policy.
Compile regional narrative reports to be submitted to CARE
Keep partners informed at all stages of decision-making, allowing autonomy over project direction and planning through clear documentation of decision-making
Conduct in-person refreshers to ensure partners have a clear understanding of project elements, providing continuous support and follow-up, fostering a positive partnership- environment (as opposed to policing-partner)

Key Requirements
Degree in relevant subject (economics, sociology, politics, geography or similar).
+5 years of professional experience and profound knowledge in partnership management and or in humanitarian aid or development cooperation
Ability to ensure compliance with donor’s
Content experience in the area of strengthening civil society organizations, gender, protection, and/or GBV.
Experience in cooperation in international consortia is desired
Strategic and planning expertise
Experience with international donors such as GFFO and others
Regional experience in the MENA contexts
Experience with financial management / accounting of projects
Very good knowledge of Arabic and English, other language skills an advantage
Willingness to travel occasionally to the project region
Willingness to take on a high degree of responsibility
