The ICRC Delegation in Libya seeks to fill the following position:
Economic Security Generalist
The position is based in Tripoli Delegation
Economic Security Generalist plans, implements and monitors the ICRC’s economic security (EcoSec) programme in line with the country strategy and under the supervision and guidance of their hierarchical superior.
ACCOUNTABILITIES AND RESPONSIBILITIES
Contributes to identifying response options based on an analysis of EcoSec core components (food consumption/production, living condition, income support, and capacity building)
Provide technical support for CCC activities in CCs and host communities, follow up with CCC Transferred cases, and collect FOs feedback, and insert their feedback in CCC Platform
Analyses strengths, weaknesses, opportunities, and threats (SWOT analysis) to identify possible response options.
Assess the humanitarian situation and needs, particulary in the field of economic security, emergencies, and livelihoods of the affected population.
Contributes to developing a good method, plans, implementation, logistics, carries out on-site aid distribution and reporting & monitoring of EcoSec projects and programmes.
Collects and enters data using data-collection tools including PAM.
Follow up the progress of relief and livelihood activities, and market price data analysis through office work and regular field visits.
In charge of micro economic initiatives programs, coordinate the activities with Libyan Red Crescent (LRCS).
Contributes to designing and implementing voucher, fair, food/cash for work, cash transfer and microeconomic initiative programmes and to analysing the security, socieconomic, cultural and political environment as it relates to the ICRC.
ADDITIONAL DUTIES
Provide administrative support and contributes to internal reporting, translating documents and interprets upon request.
Maintains and updates standard databases of socioeconomic, agricultural, livestock, market and livelihoods related data.
Takes responsibility for integrating accountability to affected population (AAP) and gender perspectives in all areas of work.
Drafts regular monitoring reports on status of results and implementation progress and contributes to the data analysis.
Performs other related duties as required by line & functional managers.
Must be able to travel inside and outside of Libya.
EDUCATION, EXPERIENCE AND COMPETENCIES REQUIRED
University degree in Business Management, Agriculture, Economics, Development studies, Sociology, or equivalent qualification and experience in related field is desirable.
Minimum 4 years of working experience including minimum 2 years in humanitarian sector
Good command over English and Arabic
Excellent computer skills
Very good experience in coordinating with different departments
