COOPI – Cooperazione Internazionale is an Italian non-governmental organization founded in Milan in 1965 and presents in 33 countries. COOPI is formally register and operate in Libya since 2021. COOPI applies a community-based approach where protection is mainstream in all of its multi-sectorial projects combining and connecting its intervention on livelihood, wash, education and human mobility. COOPI is now recruit a Field Officer for a new project to be implement in Libya (South and Fezzan) Project Name: Recovery, Stability and Socio-economic Development in Libya” Baladiyati Phase 2 – T05 EUTF-NOA-LY-13 01.
Duty Station: Tripoli with frequent travel in the field (Senwan and Awal)
Duration: 8 months starting from May 2024
DUTIES AND RESPONSIBILITIES
 Planning and management of project activities:
o In coordination with the Project Manager, he/she plans, implementsand monitors projects’
activities, in compliance with the contract signed with the donor and with COOPI and the
donor’s procedures;
o He/She facilitates the selection, through a competitive negotiated procedure, of a consultancy
agency for the implementation of project activities (preliminary studies, needs assessment,
trainings, etc.);
o He/She monitors the technical consulting agency’s activities and delivery of products and validates
technical specifications for the purchases and the works foreseen by the project;
o He/She elaborates a stakeholder map related to wastewater and environment in Tripoli and
supports project partners in the elaboration of a stakeholder map related to solid waste
management;
o He/She ensures the collection of field data based on project needs;
o He/She ensures that WASH activities are carried out in compliance with the Logical Framework
and related indicators;
o He/She provides qualitative analysis of environmental sector performance and identify key
issues;
o He/She participates to Multistakeholder Groups, facilitates the cooperation between different
strategic actors and develop a common strategy to enhance access to basic services in the project
municipalities;
o He/She ensures the development and implementation of all activities in line with Common
Humanitarian Standards (CHS) and COOPI program standards and policies;
o He/She oversees WASH program with field visits and ensures quality of project delivery;
o He/She cooperates with the Project Manager for all communication, awareness, and fundraising
activities implemented in and for the country, also supporting the donor’s visibility.
 Coordination
o He/She ensures good coordination with local partners to organize joint programmatic activities
and ensures highest quality standards in implementation;
o He/She ensures presence in national and sub-national WASH platforms as well as on the ground;
o He/She regularly participates to coordination meetings concerning implementation, operational
and security matters, ensuring that feedback of information is channeled internally.
 Logistics / Administration
o He/She contributes to correct planning of purchases in line with the project and related
procedures (donor’s and organization’s);
o He/She ensures proper update of inventories related to assets acquired or assigned to the project,
in collaboration with the Project Manager;
o He/She ensures the compliancy with COOPI procedures (logistic, finance, security).
 Institutional relations
o Under authorisation of the Head of Mission, he/she relates with technical departments at
institutional level and participates at technical meetings with relevant stakeholders;
o He/She ensures smooth communications with local project’s partners and beneficiaries, in
compliance with the organization’s guidelines;
o He/She contributes to raise the COOPI’s profile, keeping the organization abreast on the latest
technical guidance and recommendations.
 Capacity building
o He/She plans and organizescapacity building activities for the local partner;
o He/She shares knowledge and skills related to the WASH sector within the project team. He/She
also builds competencies within target groups in the project areas to enhance the management
and technical skills of the local counterpart (governmental and community);
o He/She supports local counterparts and project stakeholders in defining trainings, capacity
building, awareness campaigns on sanitation practices;
o In coordination with releveant national public and private stakeholders, he/she ensures the
preparation of a training plan for municipality technical focal points;
o He/She builds the local capacity of COOPI national staff in WASH sector focusing to standards
and professional methodologies to implement both construction/rehab of complex infrastructure
(such as water sources and networks) or community driven sanitation programming.
 Monitoring
o He/She ensures effective collaboration with the Project Manager in monitoring, evaluation and
documentation of all activities and processes, ensuring the analysis of data collected (at various
levels) to inform activity changes to improve programme quality.
 Reporting
o He/She ensures timely preparation of technical and internal monthly reports and regularly
organize project review.
 Program Development
o He/She contributes on possible opportunities of project designing/funding;
o He/She elaborates, writesand preparesall necessary documents to present new projects, in
accordance with the organization’s processes and procedures.
Any other task agreed with the Project Manager and/or the Head of Mission
All the tasks are to be implemented in harmonic coordination with the Project Manager and/or the Head of
Mission.
REQUIREMENTS
 Higher education (bachelor's or master's degree) or an equivalent mix of experience and training in the field of
Civil Engineering,Physical Science,Geology,Environmental Science, orMechanical Engineering;
 Excellent spoken and written knowledge of the country is working language (English and Arabic).
 Mastery of the Office package and the main programs and tools for communication and computer research
 At least 5 years of experience in the field of hydraulic and water ressources engineering with accountability for
demonstrable results and reporting responsibilities (experience in Libya desirable) ;
 Demonstrated writing skills in working languages (English) ;
 Excellent organizational skills, flexibility, strong spirit of initiative and autonomy in work, pragmatism;
 Resistance to stress, ability to work under pressure and with imposed deadlines;
 Excellent ability to work in teams and for objectives, ability to train employees, assertiveness, decision-making
attitude;
 Aptitude for working in sensitive and complex political and security contexts and multicultural environments;
 Excellent listening, negotiation and communication skills;
 Interest and motivation to work in an NGO respecting its values and principles.
ASSETS
 A working knowledge of Italian (written and spoken) is a strong asset;
